Move d3d9.dll and dxgi.dll into the bin folder which is located at Steam/SteamApps/Team Fortress 2/bin. Drag and drop all of those files to the Team Fortress 2 directory. Open up the folder inside of the download. Sorry if my tutorial wasn't easy to understand.
